Test the full campaign, not just the comment
A successful opening reply does not prove the follow check or resource delivery works. Walk through both paths and verify the destination as a visitor. If the account does not have the supported capability, change the offer journey before promoting it.

A supported follow-gated campaign begins with a requested comment journey, an opening message, and an opt-in tap. The follow check happens within that journey. Following an account alone is not a trigger for unsolicited delivery. State the follower requirement in the offer before asking the person to comment.
Check the capability available to the connected account and test both follower states. A not-following message should explain the next step and offer the supported recheck.
